Digital livestock management from traceability to AI-enabled disease detection — is moving from pilot to policy, while climate change is reshaping fisheries value chains through shifting water availability and aquaculture viability. Investment is increasingly channelled through blended finance and multilateral programmes (World Bank, bilateral donors) rather than standalone veterinary budgets, and regulatory attention is shifting toward biosafety, disease reporting standards, and cross-border health security. The institutions that will lead this decade are those that treat animal health as core public health infrastructure, not an agricultural afterthought.
